CONTENTS
The PDF is the complete reader manuscript. main.tex is its editable LaTeX source.
code/verify_bipartite_certificate.py reconstructs the exact finite arithmetic.
Citation.bib provides manuscript citation metadata. SHA256 manifest.txt binds
the reader files; the checksum manifest excludes its own hash.

BUILD
Compile main.tex with pdfLaTeX using a current LaTeX distribution:
python build_manuscript.py --pdflatex pdflatex --output-dir Build
The helper performs three passes with shell execution disabled. Install the
complete SIAM 2016 LaTeX macro distribution linked from the journal's official
author guidelines, and make siamart1116.cls available in the TeX search path:
https://journals.uwyo.edu/index.php/ela/about/submissions
The class is an external dependency; it is not redistributed alone in this
package. Retain the complete distribution and its license notice. Other
required packages are listed in the source preamble.
Keep the code/ folder relative to main.tex. Exact PDF bytes depend on the
installed TeX engine, packages and fonts.

EXACT VERIFICATION
Python 3.10 or newer, standard library only:
python -B code/verify_bipartite_certificate.py
python -B -O code/verify_bipartite_certificate.py
The checker writes no files and uses no network, input matrices or external
certificate data. It reconstructs 3,072 polynomial boxes and 3,145,728 rational
Bernstein coefficients, performs direct nonnegativity checks and 3,072 off-grid
checks, and verifies the small rational tables. The analytic reductions and
classical mathematical inputs are supplied or cited in the manuscript.

MANUSCRIPT LINEAGE
The current author preprint is available as edition 3:

Earlier editions appeared under the title Strong and energy-bounded permanent
inequalities on bipartite supports. The earlier author-preprint lineage
remains cited. AI assistance and author responsibility are disclosed in the
manuscript.
